I am the daughter of Peter and Eileen ROE. My father developed Njombe Tea Estates, beginning in 1959 . In 1970 he was forced to abandon his estate for economic reasons. We still have part ownership in the estate. I would like to know if there is a possibility of reclaiming and reinvesting with financial help.

My father, Mr Antonio Togni, had a plantation at Uwemba and I rememebr that he, together with Mr T.H.Patel of Kenya (Highlands Tea Company) were actaully the first persons to plant tea in the area. I was there and witnessed it. I am interested to know if Erika Roe is in fact the daughterof Peter Rowland, whose father was a contemporary of my father at Uwemba. My father's plantation was situated next to the Luponde Estate, which to my knowledge subsequently became Luponde Tea Esate. My Father's plantation was incorporated into the Luponde Tea Estate. Thank you for publishing my complain concerning your article on the indecent assault case. Except for the typographical errors that I made in the complain I stand by that statement and anyone wishing any explanation or clarification is welcome to write me on that e-mail. The mistakes are regretable but do not constitute any variation in my opinion on the indecent assault case. I would have given my phone number except for fear that persons unknown to me may use it maliciously without my being able to identify them.
Forgive me for the persistent mistakes I am making in my written communications. Time on the computer is limited so that I do not have much time to correct. Everywhere in my "Thank You" comment I appear to have written "complain" rather than "complaint". The error is regrettable.
You have made your article on the case on the alleged peep a very burning one. I have just realized that now it has taken on two more columns on your commentary publications. Now since it has been lingering in the egal system and communication on it going on, let me add to what has been going on by giving you more information that is still circulating. The following is a second letter to the Principal Judge asking him to intervene on the said fabrication. RE: PROBLEMS OF PROSECUTION
I am in receipt of your order to the DR (Dar es Salaam Zone) vide the letter DR/DSM/C.40/54/8 dated 18th November 2008 informing my person that my above captioned complaint to your office is being investigated. Your Honor may wish to be advised to get more information from me personally rather than ask elsewhere because there is more evidence pointing to police complicity than not concerning the fabrication in the indecent assault case.
Presently, Your honor be informed that on the date of the alleged indecent assault there was another incidence of a physical assault with the two events chronologically very irregular. Whereas the indecent assault is alleged to have taken place around 8.00 o’clock in the morning, the corresponding physical assault took place around 2.00 pm in the afternoon. Moreover, the physical assault took place in the presence of a policeman who had been sent by the Kilwa Road Police Commander to investigate the events of the morning which, unfortunately, were unrelated and did not include the indecent assault. In the fracas that ensued the policeman was overwhelmed and he ran away from the scene and left me to be battered by my attackers.
Subsequent to all the above, the Kilwa Road Police Commander ordered that my attackers be charged with assault causing harm. And since he could not legally prevent the complaint of the indecent assault, two consecutive criminal cases were filed with the Temeke District Court, CC No 481/04 on the alleged indecent assault and CC No 482/04 on the physical assault. But Your Honor note here that my attackers were none other than Omari Bakari the husband of my June 2004 orange thief, and the victim of the alleged indecent assault was none other than Sharifa Said my June 2004 victim of the failed case machete threat case.
What bothered me was that the Police were trying to be tricky. In the background of changing magistrates they “appointed” one prosecutor who was following the cases even when they were assigned to two different magistrates. What eventually brought me to the High Court was that after I had adduced evidence in the physical assault case as PW1, prosecutor Justine Joseph rusticated me from the court room, insisting that the law did not allow me to attend. I refused that police order and reported the matter to the DR and the DR wrote a letter instructing all magistrates not to bar persons following up their (and their relative’s) cases. It was while I was following up on my case that I discovered the real motive of prosecutor Justine Joseph. For my prosecution I had two police witnesses, the policeman who eye witnessed my being beaten up and the policeman who received me at the Kilwa Road Police Station and took me to hospital. Until the prosecution closed prosecution evidence the two policemen had not come to court to adduce evidence. I inquired from the Kilwa Road Police Station Commander on this but he showed surprise that none of the two had been notified of being required to appear in court. I even made private arrangements with one of two to appear on my request, the policeman appeared but prosecutor Justine Joseph hid the police file and reported in court that the file had been taken by his commanders. Not only did my witness (a corporal) fail to give evidence on that day but afterwards he informed me that he had been ordered by (Inspector) Justine Joseph never to come to that court again because he was not needed. So in reality I Prosecutor Justine Joseph was lying in court and sabotaging the physical assault case. Moreover, when I applied to the High Court under Section 191 of the Criminal Procedure Act I discovered that my record of evidence in CC No. 482/04 had been badly mutilated so as to make it completely useless. On the other hand prosecutor Justine Joseph was planting issues in criminal case no.481/04 that would ensure I got convicted of the crime.
Your Honor, this is just part of the story but police complicity ranks very high and is linked with the then Temeke OCD one Simon Mgawe. My attackers were boasting to be in communication with the commander on some secret mission and were very bold in their fabrications because the police could put before the court anything that they could fancy in their favor. For example, whereas in the physical assault criminal case no.482/04 the medical report says that I was hit by a smooth object that caused ocular and mandibula tissue damage, the Police charge sheet says that my attackers were charged with “beating him with open slaps on the head.”
Things have been worsened by the fact that The DPP’s office has State Attorneys from Kilimanjaro where OCD Mgawe originates. I have written several letters directly to the DPP asking him to take measures against the way the two criminal cases above were being prosecuted by Justine Joseph but all the letters have been intercepted and hidden.
Let me assure Your Honor that this is not the whole story. The whole story is too long and requires a full fledged inquiry into the matter. In fact that is the reason why I had asked the Temeke District Court to bring the two cases before one magistrate. Failing that is what the police and my attackers want because they shall cooperate to get all the false information in court in cc no.481/04 while they destroy evidence in cc no.482/04
Your Honor, I shall be much obliged if your investigation into this matter becomes more open and involves me directly.

Do not misunderstand me and you may not publish this warning. The Editors and Newsmen in the papers who are new on the job may not know this but issues like the indecent assault case are the brainchild of very notorious persons in the city. This includes persons who are going around parading as "wanajimu" and "waganga wa kienyeji" while in fact they are drug traffickers. I have a very longstanding feud with them and anyone who writes any thing that could make me come up with some success is attacked the " Amina Chifupa" style.
